two reasons
1. you gotta get the basic car made before you can start throwing extras at it.
and
2. a vast majority of sales are not from enthusiasts getting top spec cars, so it only makes sense to ramp production for base trims first then get the enthusiast packages in.

tow hooks are avaialable on every mustang, its bundled with the performance packs. as for standalone options, i dont think Ford could justify the cost.
You can drive it year round if you aren't stupid with it. Get a dedicated set of winters, don't slam the thing, get some weight to put over the rears if you don't know how to manipulate the throttle below 3k rpm. Oh and don't drive in a blizzard if you can avoid it. Rust proofing will also help...
my understanding is that the 400A colors are just the seats and door trim. whereas the 401A is the seats, stitching, seat belts, and all the rest of it.
i imagine in natural day light it will look like the rear badge that we see on the white DH in the other NYIAS post. it might look a little brighter on the ember blue but i would chalk that up to contrast differences between the two base colors

im like 90% sure it only looks silver because of how bright the stage lighting is on it (just look at the black bumper trim), itll probably look more black under natural lighting.
two things
1: the tax only applies to new vehicles sold in the US, so people buying clapped out shitboxes that barely make 15 mpg dont have to pay it
