It's Blue medium thread locker to keep bolts from backing out. The guy doing the LMR video stated that the front bolts from Ford are 1 time use and felt that putting the thread locker would keep them from ever backing out. The reason they are one time use is because they are torque to yield bolts meaning they might not have the same holding power if they are reused.

Guy on here or 6G broke the head off one of those bolts putting these on
