Windshield Washer Delay

When I pull on windshield wiper stock, it takes about 4 seconds for the washer fluid to start spraying. By then wipers have come on already and wiped twice. Is this a normal delay time for the washer to get activated?

mine does the same thing

It is called leak back, as in the fluid drains back down to the tank. I've not noticed mine leaking back, however.
