I got this axle back put on but the one valve does not open. Shop said i need a new actuator. Did you have any problems with putting it on?

Shop swapped the actuators over and they dont move when I took it home. Engine light was also on. The passenger side valve worked but the driver side doesnt move. Wearing down like this at 8k miles. Dealer will only replace 1 tire and they checked alignment and told me everything is perfect.
