I've got the Air Design; which I had installed over my base splitter. I can't imagine it would fit over a PP splitter as the back side of the air design is closely contured to fit the base splitter via body molding tape and a supplied body adhesive.

Be sure and watch the install video posted by @kinelisch BEFORE you buy. The premium (or whatever it's called) kit comes with "adjusters" while the base version does not. The "catch" is the adjusters can ONLY BE USED while your bumper cover and new fog lights are OFF YOUR CAR lying on your work...

Don't think so; given the rubber seals on top of the filter boxes; it looks like they seal against the underside of the hood. $449. + 6% MI sales internet sales tax for me. Yikes!
