It does outside the US - the systems are there, just not enabled. I suspect the 10R80 in the DH in the US has the electric oil pump? Do Ford make two different 10R80's for the Mustang - I doubt it.
So let's be really clear here. Not enforcing stop start in the US will make NO difference to the Mustang you buy. It is part of the car as it is required globally and so all that will happen is it will be disabled and the switch removed. There will be no other differences and Ford are well aware...
It isn't even $20 as the system is still there because it has to be in the platform for the rest of the world. It is just disabled that is all and somebody used a black permanent marker on the switch!

Car makers are not going to suddenly change course for a few months / year or two when they know the direction of travel globally is one way.
Lane Centering is part of the ACC and I have it turned off all the time (it stays that way). It has no other effects.
Lane Assist is just two presses of the button to turn off which is easy in a Ford unlike some other cars.

It depends by the market and by the assiste type: line keep and line centering, here in EU we have (always) both and because of law concerning the ADAS, every time you cycle the vehicle, it returns to ON,
Ford DO know what the noise is and the TSB clearly says it is not a problem and is a normal feature for the engine. Just because they haven't made the details public doesn't mean they don't know
But the point is the calibration of the camera could be causing the warnings and high beams - it may be faulty.
Lane Assist - it is what it is. All new cars have it here in Europe.
For the keyless - if it is inconsistent it is very likely the 12v battery is low on charge - an overnight charge will work wonders.
Lane assist - easy to turn off with the button on the steering wheel - thank you Ford as many cars are not this easy.
