Try to keep pulling it down, it might be that your not fully unlocking it. Pull all the way as far as it goes. It goes pretty far to unlock. Sorry to reiterate what you already said but it goes pretty far down. If it doesn't move and your sure you've moved the level to it's end and still locked...

The rocking motion I think is a normal thing for 1080r. I also have automatic. I think i even saw a write up about it from a ford service bulletin and I remember reading here about it but not sure where. I think mine does it a little but I can't be sure because I park on incline in my driveway...
