A scotchbrite pad will work, any flaky stuff has to go. Sanding is not necessary. I've used similar products before with success. They turn the rust black and the finish is very hard.

Yes, this is what it says... For Best Results Before applying Rust Reformer, remove any loose rust and dirt, then clean the surface with soap and water. Shake spray can well before and during use.
