1. The dealer does not have an allocation for a Mustang. All dealers, all models, all builds, require an allocation. They might be working with their regional rep to secure one. This can happen, for dealers that don't order certain models often.

Orders can be changed up until they are scheduled for production and the VIN is cut. Once the VIN is created, Ford is committed to the configuration on file.
The salesperson can amend the order. Just keep a hand on them, ensure they follow-through and give you a copy of the changes.
Mis-typing, sending to a dead account, not putting it in are common issues.
The rep should be able to confirm quickly in Ford's systems next time they are at work.

With respect to that dealer, their allocations, orders from other Mustang buyers, it is your place in line.
Lower numbers are better, especially if that dealer is placing a large amount of orders.
I'm afraid overseas buyers will be at a disadvantage for two reasons, one much more than the other:
1. Inflation: affecting us all and the overall price of the car.
2. The US dollar: it has appreciated markedly against virtually every other currency in the last year.
