Its condensation. Only you Convertible guys have it happening. The outside of the vent plastic is gathering moisture, and then it drips.
Try turning A/C off , bet it doesn't happen.

Maybe it is blocked off to help keep road debris out of the air box and filters. They likely did the testing and this is the least open/max flow that worked. Plugging up the filter won't do any good for HP. Many people don't pay close attention to their air filters.

Maybe they figured out after they installed the ANC , that it canceled the noise everyone likes too. The V8 sound. So in turn the easiest way to solve that problem , was to put the noise back in artificially with ESE.

Test drove one without, bought one with it. Probably one of my favorite options on our 401A. Mustangs without it ,, meh... Unless you're planning on going aftermarket anyways. My wife likes quiet mode , I like sport or track. I like having both to keep us both happy.
