So...taking one of the 7G window stickers at random, I loaded the VIN in my app. Ford took it and acknowledged it as a valid VIN. I got that far. But because the car is not complete, it has no connectivity. I then removed the car from the app.

Agreed. Changes can be made at any time, up until the car is scheduled for production and a VIN is issued. Once a VIN is cut, the build is committed and no further changes can be made.
