I messaged PBD a few weeks ago and they did confirm that they will adjust these settings in their tune if customer requests it. I have not seen any real world data yet though outside of e-mail communication.

Probably not without software manipulation. I mean it would be easy for Ford to program the start sequence to initialize the servo's before engaging the starter motor but my guess is they didn't do that as it would cause a momentary delay in cranking.

My uneducated guess is that the servo motors are "homing" on initial power-up and that requires going to the closed position, then they go to the open position (unless in quiet mode).
I work in an industry with a LOT of servo actuated components and when they are powered off and powered back on...

These temps have been bothering me for a while because I routinely see ~228-233 oil temp while cruising at traffic speed (which in AZ often times is pushing 85+). That made no sense to me all winter (even in 50 degree weather).

This morning I did some test loading at different RPM's and saw the non-PP numbers matching up. Which means they did NOT account for ambient temps at all or coolant temp correct?

I did just have to replace my R8W under warranty and it is connecting to GPS faster. I warrantied it for the front sensor not working (only would detect side and rear). Not sure where the GPS antenna is located. I'll pay attention to it's connection speed the next few days for you.
