Yes it is. I had the live view pulled up during my testing and looked at the recorded footage and there was no vibration/shake at all. I think what helps it is that the gooseneck holder rests against and is secured to the back of the seat creating a firm foundation.

I'm using parking mode with an add-on battery pack that requires 12 volts volts to recharge. It's. hardwired to the fuse box using an add-a fuse connector and uses a fuse location that is powered when the ignition is on (Accessory mode). The USB port is only 5 volts. Hope that helps.
I just installed this one and chose it because of its small form factor and remote monitoring capabilities. Relatively easy to install once you decide on a location for the box and in my situation, a battery for parking mode.

This week I ordered the BlackVue DR970X-2 Channel Box Version. The front camera is one of the smallest I've found and I like the slim form factor. The "Box" version includes a remote mounted box that houses the processor etc., allowing for a smaller camera. I start the install next week.
