Yeah, the reason you can't get it back out is because they were over tightened. Happens a lot with the plastic screw nuts. If you can get something between the screw and where it is threaded in and put pressure between the 2 you can get it to back out.
To be honest I love my mustang, v8 na. My E 39 M5 crank hp was 394. So they said, would spank my gt on the hyway. That car was ridiculous. Top speed was 175 lol.
Looks like is part of the side bracket, which isn't cheap and you would have to pop the cover off to replace it. If you try a slightly bigger screw go easy, use some lithium grease. Otherwise you will brake the side bracket. Unfortunately plastic covers are meant go on once, we replace the side...
The plastic scew nuts, if over tighten at the factory will need new ones. It will never get tight again. I haven't taken off a rear cover on these yet. If it's incorporated at the the end of the bumper stay, might need a new one. Another option is get a bigger threaded screw so you can actually...

Yeah it's ok, has some old school vibes. Seeing it on the vehicle in person will be different. You can't tell by the picture, it has some nice gold pearl, with a some red/ orange pop to it with the yellow orange toner. Will be way easier to deal with than Molten Magenta lol.
